Have you looked at Globe bikes from Specialized? I tested this one (well, not the step through version) a couple of weeks ago and came close to getting it. The Specialized Ariel was a better fit for me so I went with it instead, but definitely liked the Vienna. It does not have fenders or rack out of the box, but would look really nice with some aftermarket ones. Some of the other Globe models come with them, but they are much more expensive.
