The crank spider/arms look very similar or identical to a Stronglight 106, specially with the flute showing at the back of the non-drive side crank arm......
That and the CLB brakes, plus the mention of Mavic hubs say "French"! The Cyclone MkII derailleurs might be a later add.
Plain looking, medium point lugs look very similar to what I have on my Peugeot PSV. Single bottle bosses and longish horizontal rear dropouts say it's late 70's to early 80's
Looks like a nice ride, but I guess you might have to pronounce the name with a bit of a French accent to make it sound more interesting....
