I would suggest H Plus Son SL42's laced to Ultegra or Formula.

1x9 is great for riding around the city and inexpensive to set up compared to a fixed gear (just the cost of derailer and bar end shifter). Even though you already have a frameset, you can sometimes find older road frames with vertical drops for cheap on craigslist since people don't race them and can't convert them to fixed.
