I wonder if the pro-motorist behavior of the Portland PD is caused by the same thing that I think causes it in Eugene. In Eugene, the city residents are relatively tolerant of bikes, but the residents from the outlying suburbs hate cyclists; our PD is composed of 65-70% non-Eugene residents. In Portland it seems as if the bulk of the cyclists live in the SE quadrant. I bet very few of the cops live there. In fact, I would be surprised if a majority of the PPD even live in Portland.
