I have not heard anything about the enhanced pay for cops but it is a requirement for employment that they live within the city limits, fire dept and teachers too. Apparently there used to be some abuse of this, false addresses that were never checked up on, but it's enforced now. And some neighborhoods, for example tidy Edgebrook (where I started my 30 mile ride from today ) are known for having a lot of cops and firemen as residents.
