Of coarse we are both offering options to the OP. He may find that he wants to do both buy a cheapo now while learning to build once he gets into the sport. You mention BD (That alone could take this thread in new directions so I will stop there) You can also buy complete used bikes off of ebay that are more high end than BD carries and if purchased through paypal are protected for that purchase.
here is a complete bike that sold recently with Dura Ace components on it for $600 (Edit: Wheels and Pedals were not included). And is an Orbea which is hardly entry level in my opinion. Even if you dont need a time trial bike or the frame is too big you just scored yourself Dura Ace components and could sell the rest back on ebay for enough that the components could almost be paid for. Just saying with a little research and patience things can often pay off. Not always though.

I want to add one thing regarding your post though:
I did not require a stand for building my cannondale synapse, most of my tools were not bike specialty tools (Just regular metric stuff I had around) To this day still do not own a bike stand. They are nice to have to do the work for sure but are not a necessity.
