I'd use crumpled aluminum foil and a mild acid such as lemon juice instead of a brillo pad. Steel wool can scratch chrome and scratched chrome will reduce the value of the bike greatly. Wax it after it's cleaned up.
I've never had a problem with Brillo. And I used a tooth brush with Comet on the wheels.
