VDOT is looking for public commentary and suggestions concerning their new Bicycle Policy Plan - a sort of bicycle initiative for promoting bicycle use in the state and incorporating considerations for cyclists in new construction projects, tourism advertisements, commuter facilities, etc.

There's a lot more to it; I'd like to suggest that you go to the second link provided and follow that to the 47-page .pdf of the policy, which goes into great detail and provides a lot of useful information.
