The Chinese government wants an increased "consumer society"!
But they don't want more cars on the road, at least not in the cities. China is already choking on air pollution and strangling on congestion. Their government is actively courting GM and other western carmakers to develop and build electric buses and trains in China. (Also nuclear and renewable power plants.) China still lacks the engineers and scientists to build the next generation of public transit, but they send millions of young people all over the world to learn the needed skills.
