We have some cheap diamond back flat bar road bikes (beer bikes) and there is a sticker on the frame that says it was made by kinesis in Taiwan. Looking at the kinesis website makes me think that they make frames for other brands. Oh an our beer bikes have HUGE down tubes as well. For the price I'd say DB might be a good value.
