Please go back and read the judges comment. He basically apologized for his ruling by saying that while ChipSeal WAS riding in a legal manner as well as one that was probably safest for ChipSeal at the given time. That he was finding the way that he did because in all likelihood motorists traveling on that road would not know how to operate their vehicles around a person operating a bicycle in a legal and safe manner.
