Horses, pedestrians, cyclists. That's the order her in SoCal on the mups. I take that to mean the streets as well. Now that i know this i try to see the situation with this in mind and slow or stop. With your situation i would have stopped asap, turned my bike sideways and just stare at the jogger until she passes and do this every time i see her until she gets the idea something is not safe with this situation. You know she may be there so try to make the best of it. I kind of know the wrong way people on my regular ride and just adjust because they sure don't know or care.
