For a 450 mile tour, I don't think he needs a whole new bike. Unless he's riding on a $200 Walmart Special.

As to racks, following up a bit on things posted above: As long as his seatpost is metal, he can easily use a Topeak seatpost rack (http://www.topeak.com/products/Racks/RXBeamRackCarbon) and a bag like the RX Trunkbag EX (http://www.topeak.com/products/Bags/RXTrunkBagEX). There are several other similar options, including oversized seat bags.

I also recommend a Bento or tri bag (http://www.topeak.com/products/Bags/TriBag). Very easy to stash a few critical items in easy reach.
