Monoborracho, please don't take this as a personal attack as this is simply my opinion. I've waited to post this for awhile but feel it is basic and therefore will take the risk.
You and the jogger were approaching each other head-on. As I read the story there were cars parked along side the road. You were riding with your front lights lit. She was running facing traffic. I'm sorry but I see fault on both sides here, but mostly on you.
The jogger could see you coming due to your lighting. The way the story reads you were in very close proximity to each other when she moved farther into the roadway. I imagine she thought that even with your light system you didn't see her and she veered farther into the roadway to avoid a collision with you. She was right, you hadn't seen her and she at this point had no reason to expect that you would see her in time to avoid her.
O.K., she was dressed in dark clothing and that is her bad. It would have been easier for you to see her if she was lit up like a Christmas tree, but she wasn't. In fact, not many things are. When you're out on your bike which is considered a vehicle in most states, the onus is on you to ensure that you can see any and all objects that may be in the roadway.
In my opinion you let youself down here by using insuficient lighting or riding beyond your lighting capacity, and you needlesly scared the crap out of that lady. In a perfect world you both would come out of a situation like that somewhat wiser. Have you? Did She?
Again, the above is only my opinion. I'm glad that you posted this thread as it has made me a bit more vigilant out on the roadways. I hope other readers have heightened their awareness out there also. Thank you for sharing this experience.
