What velo described is a cut in the rubber but not all the way through the casing. No boot necessary if that is the case.

Yeah, I know. But I would boot it to keep the tube from protruding through the casing, should something else nick it and to add support in the weakened areashould the casing decide to let go. You can fill it but the filler will just come out, and until it does fall out it will accumulate debrise that will increase the chances of a flat.

This is my opinion yours may vary.
