Top tube and down tubes both look bent to me, about 1 to 2 inches from the head tube. Kind of looks like one of those cases where the frame tubes bent instead of the fork. OUCH.
If you have the original picture, crop it to just the area around the head tube, and blow it up.
Unfortunately, he will probably snag some fish, giving flippers a bad name.
