I gather the thinking goes something like this:
Cycling is outright dangerous. So, we are bound to have some horrid accident which mangles us beyond all recognition. BUT, since we are forward thinking, we'll have a little tag on us to identify our shattered and battered remains. In essence, it is a morticians tag, which we thoughtfully don each time we ride.
