It really doesn't matter if the sticker is authentic or not, but I would think it is legit. I agree that a prudent course of action would be a thorough clean and polish with care to ensure any rust spots are treated and do not spread. Or, a powder coat job in the color of your choice. $400 paint job on this frame? Please don't.
