Kinda, sorta. The travel is the distance between fully extended and fully compressed. (give or take a few mm for whatever happens between theory and reality).
But most of your riding is done with the fork already partially compressed (called sag), so you won't be getting the full travel when you hit a bump. You might get full travel when you touch down
after the bump though.
