With 28h rims I like 3x. I still have a few 28h wheels around, mainly Campy NR hubs, FiR or Campy rims.
Many of the 28h 3x builds I've considered or seen go past tangential and/or rub against the neighboring spoke head. I imagine the rim depth and hub flange diameter have a slight impact on this.
