I have seen some older MTBs that seemed that were very close to touring bikes. You just needed to changed the handlebars, shifters,etc and add the usual... fenders, racks, nice leather saddle, etc.
I consider that one pricey, that is about what I paid for mine back in 1993 or so. I checked and the tubing is Giant triple butted Chromemoly.

This is actually the second one of these bikes I have had. The first was stolen and this one was a replacement my brother found for me. That was the good part, bad part is the frame is a size down from the one that got stolen. My brother had one too at the time, not sure if he still has it or not.
