I bought Fuji Cross Comp(2009 year) for $700 with 105 and ultegra, for $950 you can get next level Fuji Cross Pro with better group most likely Sram.
For a 240lb rider on a $1000-ish budget I'd suggest that $700 bike and hand built wheels. He should be able to get them without going too far over budget as long as he doesn't try to go lightweight, which would be a mistake anyway - 36 spokers in a traditional pattern would be best. And I'd suggest running 40mm tyres or wider for off roading other than racing.
