You're most likely going to get a lot of people chiming in telling you that your cranks suck but I've had a set of Touros for well over a year now (on three different frames), have had zero problems with them and am actually quite fond of them.
If you're no longer happy with your Kilo and are dreaming of a new aluminum frame, getting new cranks isn't going to make you like it any better. If it were me, I'd spring for the frame and eventually end up getting another crankset down the line.
