Best option if money is a factor: convert your steel bike into a tri bike. Forward seat post, new cockpit. You could probably do it for ~$300, cheaper if you went used.

I tried the shorty aerobar thing with my road bike, and wasn't happy. I had a decent position, but it was really uncomfortable because a lot of weight was resting mid/front forearm instead of back closer to the elbow. Plus I was taking them on/off multiple times a week to do group rides but also train in the aero bars.

Ended up buying a new TT bike after putting up with the pain for awhile. Highly recommended if tri's are going to be your thing and you have the space and money available.
