Yes, it is. Although, in Manhattan they do this only during morning hours. My belief is that these events would draw exponentially higher numbers of people if they were held in the afternoon. In the outer boroughs (Brooklyn, Queens, the Bronx) they close the streets for various events for entire days. The biggest crowds arrive after lunchtime, by late afternoon the streets are packed with people.
