Frame mounted racks are pretty cool, like on the classic German postal bikes (a google should turn these up pretty readily, Biria is one of the makers). You can roll your own from a Diamond frame with an adapter like this one:

As the website points out though, since the rack/basket is stationary, you have to make sure the handlebars are high enough to clear what ever is on the rack or in the basket.
