Mixte brake bridge issue - anyone have a creative solution?

I picked up a Mexican made Windsor international mixte a few weeks back. The issue is the rear brake. After I took it apart, I realized I had a problem. The mid bridge isn't bar shaped - it's a flat bridge with an artful assortment of holes in it. The original center-pull brake was installed with a series of washers stacked up one upon another to act as spacers (the brake bolt is not threaded the entire way). I'd like to find a more graceful solution due to aesthetics as well as the fact that I lost all of the washers. Pics for clicks:

Any solutions that people may have are greatly appreciated. If I get five creative solutions, I'll post pictures of a different mixte I picked up. It's awesomely pink and butted!
