I believe that you relinquished the right of way, once you decided to ride on the shoulder.
Does this vary from state to state? Where would I look to find out?

Even if I had known that, I would not have been able to. By the time I found out he was turning I was already too close to the junction. Or should I just slow down any time I approach a junction with a car in the vicinity?
