What if someone comes up over a hill, is distracted for a second, and looks up to see me in the middle of the road? Dead me. At least on the shoulder I am out of the "appearing" cars way by default, and it's fine if he doesn't see me as long as he stays off the fogline.

Unfortunately cars sometimes do wonder over the fog line because a driver isn't paying attention. That's why a mirror is a must, even if you ride in the shoulder all the time. That way, if you see a vehicle approaching and they haven't moved over coming right toward you, you are able to make an escape for the side of the road.
