Unfortunately, no signal seems to be a default for many cyclists period, without regard to movement. At least in my recent experience (since I've started noticing when riding) the cyclists in my area don't use hand signals much. So no signal (the correct one in a through situation) is also not much help to a driver trying to determine what a cyclists intentions are.
