I'm sure I'd go with a spacer of some sort-- short steel tube, stack of washers, something like that. But if you really don't like that idea, why not just use a different bolt? Sidepull brakes have a special center bolt that would be hard to replace with off-the-shelf Home Depot nuts and bolts, but a centerpolt bolt is just a bolt. Find one that fits. Done.
