Over what distance? I am not going to hand out a min but even on my commute to work I see a significant change in speed and the effort to generate a given speed if I move my hands in to the center of my flat bars (click on the Marin like to see the bike) I do this when I am riding into a headwind and I have seen 2 MPH increases in speed...not saying I can sustain that gain but there is clearly a major advantage.
