another oddity (the case of the mysterious Rossin "R")

why would this generic shop brand bike from the NE of France have what appears to be Rossin "R's" on the forks?
sure looks the same as these real rossin pics I found.

and yet no other distinctive markings elsewhere on the frame?

recycling a used fork with a new frame and repaint everything to match?
