I did ride for about 20km on one Italian freeway shoulder, but I was under the impression at the time that that was illegal.
As I said previously, the tours I did were in Europe. I have never done any touring in the US.
In many parts of my old stomping grounds in the southwest, an interstate is the only way to get there from here...on pavement anyway.

My old commute between Raton, NM and Trinidad, CO was, and still is, a good example.
