$300 is a really low ball offer when someone is asking $400. If I was the seller, I would not return your email/call at that point.
And it is not a touring bike either. Put a rack on a racing bike, and it is still a racing bike. This one looks like an OCR3 to me (entry level road/racing bike).
Also, it is a modern bike of course, and this is a vintage and classic value forum. Nothing classic or vintage about a 2005 entry level, aluminum frame, racing bike.
I would narrow the search to whatever you are seeking, and go from there.
I sold a similar OCR3 in great condition a couple of months ago for $375.
I think an OCR3 would make a mediocre commuter. You are better off with one of those rigid frame mtbs, that can handle all kinds of tires, room for fenders, racks, etc. One bike is not really going to do a great job at your 3 different goals. Decide which goal/type of riding is most important, and get a bike well suited to that riding, and then realize it is going to be a compromise for the other applications.
Myself, N+1 is the best route.
And I am not a fan of aluminum frame bikes. Everything in my keeper fleet is steel. Sold my last aluminum frame bike in the keeper fleet a couple of weeks ago, replaced it with the Fuji Roubaix instead (True Temper steel frame).
