My main concern when I bike in wet weather is staying warm, not staying dry. When I have worn jackets and pants to try to stay dry, they usually keep me too warm but not dry. So, now I wear wind-resistant nylon jackets of no great cost that I can vent when it gets too warm, polyprop shirt, and biking shorts. I also carry a small towel to mop up when I get where I'm going, and the nylon stuff dries fairly quickly. For me, it was question of changing my view that I must stay dry to the view that it's only water, and I need to get dry when I get there.
