The limiting factor is clearance at the fork crown and chainstay or seatstay bridge. Fenders remove about 3-4mm of clearance.
Some of the racebike fenders are designed for bikes with no mans of bolt-on so they velcro on. These ones often go around the pinch points so you retain the original clearance.
