Yes, the stem measurement was end to end.
Looks like a 54CM size? 21 pounds that's pretty light "out of the box"!, and with some mods with carefully chosen lighter components and maybe even tubulars, you can get that down to possibly right below 20 pounds...if you even want to lose that little bit more. Most race and sport bikes of that era came in at about 2 to three pounds more from the factory.
