generally, no. here is the solution that a very, very tall and skinny friend of mine opted for: buy the bibs that fit you from the waist down, then have a tailor lengthen the straps by adding a couple of inches of lycra fabric in the back. this is a trivial sewing task, i think it cost him like $10 at the local dry-cleaners, the fix is invisible and doesn't affect the performance of the bibs in any way. annoying, i know, to have to modify brand new bibs, but hey, it's typical when you buy a new pair of slacks, right? (and good cycling bibs cost as much as many dress pants...)
