You can probably just pry the shim out using a small flat blade screwdriver placed between the top of the seat tube and the bottom of the shim extension outside the seat tube. You should be able to find a plethora of 1" BMX seatposts that'll fit, since 25.4mm = 1". You can trust Grand Bois 100% on this as he totally knows vintage Peugeots.
