If you have access to the tools, you can build a better wheelset than you can buy for $200-$300 with formula (or similar) hubs, rims of your choice, and butted spokes. You can spend more on bling hubs, but this doesn't improve the quality of strength of the wheel. Its all in the build.

Howeve, it doesn't sound like you are in a position to build your own. I've never had to touch a spoke nipple on my wheelset from Velomine, and I'm a picky bastard when it comes to wheels. I usually build my own. However don't take my word for it. Velomine builds may vary depending on what you buy. I doubt the wheels are built at Velomine. However, Ben@velomine is a great guy...why don't you ask him. Maybe he retensions them before selling. If not, maybe he'll do it for you before shipping.
