Well, I'm basing it on bike racers, not a cross-section of Americans. I see your point though. I still haven't met anyone who races bikes who I didn't think had the capacity to get points in Cat 3 races. That's just my opinion, but I'll use my opinion to motivate those who train with me.
The original statement which started all of this just said "anyone". Self-selecting to "bike racers" will definitely skew the results, because you have already eliminated many of the people of below average abilities or potential. Also depending on how you define "bike racer" you may eliminate most of the people who just do a race once in a while but otherwise JRA.
So I could agree with the the statement:
Almost anyone who self-identifies themselves as "bike racers" can get points towards cat 2 given the opportunity for unlimited training, no other obligations, and smart racing.
But I do not agree with the unqualified blanket statement:
Almost anyone can get to cat 2 with some good training and smart racing.
Edit: Depending on the official field size count, I may have gotten 2 points this weekend
