The "money in question" I referred to is the Highway Trust Fund, which is the pot AAA and Rails to Trails are talking about. The pie chart shows how that particular fund is funded. The two articles you cited are referencing road funding more generally, not the Highway Trust Fund.
You may have a point but I am not clear if it is the Highway Trust Fund that helps pay for bike facilities or "other" Federal funds. From memory the Feds are allocating something like $3B from the general fund for surface transportation and what gets spent on bikes is certainly less then that. Now if we are talking about appropriateness of mass transit being funded through the Trust Fund (just motor vehicle specific taxes) that could be more interesting debate.
