You may have a point but I am not clear if it is the Highway Trust Fund that helps pay for bike facilities or "other" Federal funds. From memory the Feds are allocating something like $3B from the general fund for surface transportation and what gets spent on bikes is certainly less then that. Now if we are talking about appropriateness of mass transit being funded through the Trust Fund (just motor vehicle specific taxes) that could be more interesting debate.
