I suppose that Mercian could fix it but shipping it across the Atlantic probably wouldn't be worth it.
I am not sure. I have used Cyclart in California in the past and have been happy with the results. The killer is shipping. Mercian will provide new transfers, so the cost of reproduction is not bad, but I may prefer to send it back to the UK. If they do replace the tube, they may be better suited to handle the rather short lugs, and the PIA pinstriping in multimple colors. The nice thing is that I could choose any color I wanted as they were all custom. The blue on it now is the same color as my first car and I never really cared for it.

The website says they only do UK restorations, but their blog has a recent post from Houston, Texas on a restore that they did. So someone has figured out how to do it. Since Anchorage is almost equal distant to the UK as Los Angeles, I suspect shipping would be similar. The only tricky part would be the import/export duties...not sure how that would work. As I get time, I will look into this further. Winter is setting in soon enough that I cannot really do more than cobble it together and ride it a bit before it snows (again), so it will be April/May before I can really put some miles on it.
