I suspect you would need to go with 35/38 to detect much difference from what you have unless you feel that the 28's are quite close to wide enough. My next tires will almost certainly be Vittoria Randonneur Hypers but since they are my next tire I can't say anything about them from experience. They look great on paper and Vittoria is definitely the road less traveled here on BF.
So far I've found 28s ok on mixed surfaces as well -- time will tell. Re. Vittoria -- I have those, but in 26x1.5 (folding) on my roadified mtb -- very, very good tire (well, on the evidence of one season). Have always used Panaracer Pasela TGs up to this year; switched simply because I needed a new set and the folding versions (I dislike wire-bead tires) were unavailable at the time.
