The Topeak Dry Bag might not work with the Ortlieb panniers. I have Ortlieb Backrollers and the mounting system gets in the way of the Topeak track. I have a Topeak trunk bag that lives in my garage now because it won't fit with the panniers.
do you have a "DX" rack? look at the pictures online... the non-DX racks look like they'll accommodate panniers
OR a trunk bag. the DX racks should handle both at the same time.
