Bike boxes are an established and proven tool in transportation engineering to enhance cyclist visibility and positioning at intersections.
Portland installs right-hook bike lanes to the right of right-turning traffic and then when the inevitable injuries and fatalities occur, they install bike boxes at those intersections as a band aid fix. They are in the process of installing 14 new bike boxes right now. That's not progress, what it really means is that the bike lane designs they are using are unsafe and don't work.
