Abolishing RTOR would definitely make things safer for everyone: pedestrians, cyclists, and even motorists too. The downside would be more degradation of air quality due to all those idling engines.

Be that as it may, cyclists need to learn to position themselves at intersections according to their destination. And right-turning motorists need to actually STOP and verify safe passage before proceeding on red (and get ticketed when they don't, which is something I very rarely see).
