I heard (but don't know for sure) that in later years they offered frames made in Japan (or perhaps Taiwan) that were lower end than the very fine Italian-made frames we saw in the US...these JP frames were just for the European market, not exported to the US, AFAIK. I don't think they'd be "dogs" but maybe not in the same league as even an Aelle or Cromor frame from Italy. I think there was also a re-branded Vitus (or similar) Concorde as well, but that's obviously not this one.
EDIT: I should have looked at the previous threads: not only a re-branded TVT, but a '93 catalog that shows some Asian frames (Trekking and City bikes) at lower price-points...nothing that looks like your seller's picture, though.
