The big danger isn't the spokes, its getting your hand sucked in between the tire and seat tube.
If you jam your hand in there you end up on your head. I saw a guy do that once. It was pretty awful.
But touching the tire isn't that big a deal. Don't you do it when you brush glass off your tire?
